Yes internet is required. BVH require a good stable connection of 25 MB/s download speed or better to enjoy smooth streaming.

just because your internet company is charging you for up to 200mbps, does not mean that you are currently getting 200mbps download.

Yes, but it is not recommended. You will experience buffering on cellular connections as they are never as stable as a good local based connection.
